If anything was recorded on Epic/Sony's dime, Sony probably owns them like the actual music until a certain period of time. Once that time comes and the band can get back the rights to their own material, then there might be something. I missed whatever article or interview Mic mentioned more demos from TFC era, but I have never heard that there were many/any other than the instrumental Where Men Won't Dare.
I think when you talk about the demos later on from the Prisoners era, I think that gets a bit more complicated because Norum wasn't in the band, so they'd likely have to get some type involvement/permission from Kee, and he'd likely want something in return.
Overall, you constantly hear the guys talking about the current and future of the band, they tend not to spend a lot of time/effort on what already happened. As a result, unless it became a pet project that Mic and Ian (as example) wanted to work on, I don't see Joey being all that focused on spending time on "old stuff," but that's just my opinion.
